Eagle Ray, Inc. Engineer - GLAAS - Senior in Arlington, Virginia

Eagle Ray is seeking an Senior Engineer to support the USAID’s Engineering Management and Enterprise Architecture requirements. The Engineering Lead will provide technical and engineering oversight throughout the Systems Development Lifecycle (SDLC) from initial investigation, non-functional requirements gathering, and architecture/design, to testing, piloting, and deployment through the different stages of technology insertion and innovation.

The Engineer (Senior) shall support/lead tasks necessary to maintain a consistent approach to management and reporting on USAID’s major system investments, consolidating services where possible, to increase efficiencies. Responsibilities include but not limited to

  • Program Management services for minor GLAAS releases;

  • Coordination of activities related to systems that interface with GLAAS;

  • System requirements and system solutions support;

  • Organizational Change Management (OCM);

  • Business Process Improvement (BPI) services;

  • Coordination and task tracking for all GLAAS Integrated Product Teams (IPTs)

  • Planning for and conducting weekly GLAAS Planning/Operations and Maintenance meetings, including development of agendas and documentation/dissemination of meeting notes;

  • Serve as the focal point in the process to insure integrity and balance between the end users and the service providers so that the project clearly meets the Agency strategic vision and operations

  • Business process improvement expertise is required to support ongoing USAID changes in policies, as well as refinement of established work flows, and implementation of new tools;

  • Organizational change management and communications support is required to ensure continued engagement of GLAAS users by:

  • Implementing a Change Management/Communications Strategy for facilitating adoption of new releases of GLAAS by the worldwide user community;

  • Developing general communications required for the deployment of new releases, including messages from management, training notices, etc.;

  • Developing communications required to roll out GLAAS to new USAID Missions;

  • Coordinating the creation, approval, and distribution of GLAAS Notices;

  • Developing and facilitating communications with worldwide users in support of special activities intended to ensure timely completion of GLAAS transactions during fourth quarter peak processing period;

  • Monitoring the GLAAS Mailbox for user inquiries, including coordinating preparation of responses;

  • Maintaining the GLAAS website with updated user information, such as deployment plans, policy changes, training materials, and general information on GLAAS utilization;

  • Conducting weekly OCM IPT meetings (as necessary) to coordinate and facilitate communications

Required:

  • 10+ years of IT consulting experience.

  • Bachelor’s Degree or advanced training in Engineering, Computer Science or Information

  • Secret clearance required.

  • Strong written and verbal communications skills.

  • Ability to set objective, define problems and lead teams

  • Ability to work well with teams and mentor junior team members

  • Familiarity with Cloud computing and cloud spaced services including IaaS and SaaS

  • Experience in Business Process Re-Engineering and leading change across an organization

  • Experience analyzing business needs and transforming those into processes

Desired:

  • Master’s Degree.

  • Six Sigma Green Belt

  • ITIL Foundations V3 certification

  • Familiar with:

  • Agile Path Cloud Computing Reference Model (CC-RM)

  • Cloudera and Big Data appliances, including EMC, GreenPlum, and Netezza, Apache Cassandra, Apache Hadoop

  • Capacity and performance analysis, data collection and reporting for network, server and storage

  • Enterprise System Monitoring solutions (monitoring and event management) for network, server, storage and security devices (firewalls) (focus on IBM Tivoli Monitoring, Solarwinds, OPNET)

  • Enterprise database solutions (Oracle and Microsoft SQL)

  • Infrastructure experience with Data Center Operations, Network Admin, Server Operations, Mobile Device Management)
