Eagle Ray, Inc. Process, Quality and Compliance Specialist - Senior in Arlington, Virginia

Eagle Ray is seeking a Process, Quality and Compliance/BFO Specialist journeyman to assist our Client with ensuring USAID IT policies support compliance with Federal laws and mandates, monitor for US AID office-wide compliance and adherence to processes, and ensure project execution and control drive achievement of the IT Strategic Plan and ETR. Through improved processes and organizational efficiencies assist the government in realizing cost savings.

To ensure compliance with the various internal and external standards and requirements US AID must centralize processes and reporting. To support this requirement the Governance Support specialist will support standardizing processes and ensuring quality across US AID operations and services by supporting the following tasks:

  • Perform process assessments to identify process gaps in current state processes, provide analysis and recommendations to improve current processes and to address process gaps, and define and document processes consistent with the COBIT framework;

  • Develop and maintain process mapping for US AID, which depicts processes within and between organizational entities and information flows across organizational boundaries;

  • Document policies, standards, processes, practices and templates to govern systems engineering and IT project governance framework;

  • Review and edit technical documentation to ensure documents are free from spelling, punctuation, and grammatical errors and follow USAID naming conventions and standards;

  • Maintain the overarching Agency IT governance framework that integrates all of the processes that control IT execution within the Agency;

  • Provide training, support, and monitoring/assessment for effective implementation of Agency IT processes;

  • Perform audits of IT projects within the Agency for compliance with Agency IT governance framework;

  • Develop sustainable mechanisms to document, store, and retrieve all CIO Agency IT policies, standards, and processes;

  • Identify targets for process improvement through surveys and assessment;

  • Work with process owners to document current processes and re-design/document processes to be more efficient;

  • Identify best processes/practices and work with divisions to adapt these best processes/practices in key process areas;

  • Identify ways to standardize processes and improve process efficiencies to reduce cost and increase productivity;

  • Work with divisions to adapt standardized processes (Control Objectives for Information and Related Technology (COBIT), Information Technology Infrastructure Library (ITIL), IEEE standards) and best practices with Capability Maturity Model Integration (CMMI) Level III as a maturity target;

  • Maintain an Intranet site to include creation and editing of Division and Branch web pages and content;

  • Recommend potential COTS solution(s) to help solve IT process issues;

  • Support efforts to coordinate US AID’s IT Quality Management program;

  • Developing and maintaining a Quality Management Program (QMP) that IT Projects must follow including procedures, templates and guidance documents;

  • Maintaining testing methodologies and standards, testing processes, and perform oversight to ensure testing is performed per QMP, USAID SDLC, and industry best practices;

  • Per the QMP perform quality planning, quality assurance, and quality control on CIO projects;

  • Per the QMP, conduct quality audits of internal processes;

  • Conducting quality audits to ensure user requirements are satisfied as well as meeting quality standards expected on projects.

  • Facilitate audit and reporting management by supporting an effective audit management program

  • Administer and facilitate US AID’s role in Electronic Government (also known as EGovernment and/or E-Gov/eGov);

  • Facilitate US AID’s administration and management of internal controls to assist US AID in the achievement of objectives;

  • Facilitate US AID’s responses to data calls and other requests for information from outside of USAID and from other parts of the USAID organization for unclassified material, including Controlled Unclassified Information (CUI) and Sensitive But Unclassified (SBU) material;

  • Facilitate US AID’s response to requests for comments on directives, guidance, legislation or other documents;

  • Facilitate US AID’s management of non-electronic documents (i.e. documents that are physical in nature) including the original paper version of documents that are scanned or otherwise converted to “electronic” versions;

  • Facilitate US AID’s administration of the management and maintenance of vital records; and

  • Provide assistance and guidance for use of OMB’s MAX website.


  • 10+ years governance and business process experience.

  • Degree in Finance, Economics or Accounting

  • Clearance required: Secret.

  • Excellent written and verbal communication skills.

  • Strong interpersonal, management, and organizational skills.

  • Experience as at Management, Credit or Financial Analyst

  • Thorough knowledge of the business process lifecycle and program management best practices

  • Familiarity with Cloud computing and cloud spaced services including IaaS and SaaS

  • Experience with website administration and information updates

  • Good knowledge of IT Services and service provision.

  • Ability to lead teams and mentor junior team members.

  • Ability to work effectively with clients of various levels.

Desired Skills:

  • MBA

  • ITIL Manager Certification with a broad knowledge of all ITIL and ITIL related processes (ITSM).
