About the Agency

The selectee for this position will serve as a HR Specialist (Information Systems) in the Total Force Strategy and Management Department of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

The successful selectee will perform the following duties:

  • Responsible for maintaining Oracle personnel database to ensure data is accurate. Analyzes and make adjustments to database table structure, views structure, index structure, and loading of scripts as necessary to accommodate changes in Oracle, Excel and other applications/programs.
  • Reviews data to ensure database is current and accurate, errors are noted and corrected.
  • Responsible for handling the NAVAIR STRL (pay for performance system) data extract from the Defense Civilian Personnel Data System (DCPDS) via HRLink and upload data into an Oracle database on a regular and reoccurring basis.
  • Responsible for extracting data from DCPDS via Security File Transfer Protocol (SFTP Unix server) and uploading that extract data into Oracle database on regular basis.
  • Generates SQL Scripts and run edit checks to help maintain accurate data in DCPDS. When errors are discover, incumbent will also be responsible for notifying OCHR of any data discrepancies for correction.
  • Responsible for providing standard and ad-hoc personnel reports. Assist customers on retrieving data from various personal systems TWMS, HRLink and Business Objects (DataMart).
  • Responsible for TWMS Admin support and assist in managing TWMS accounts for the command.

For DA-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-03 (GS-09/10) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1)Advanced use of Standard Query Language (SQL) and Oracle relational database with the ability to query, analyze, and maintain Oracle data using SQL; 2) Skill in Microsoft Excel, to include Visual Basic Scripting (VBA); 3) Knowledge and demonstrated use of multiple Defense Civilian Data systems, DCPDS, TWMS, HRLink, Business Object, and TFMMS; 4) Skill in customer desktop environment and applying PII assurance methodologies; and/or 5) Knowledge and application of personnel action processing, status appointments, and historical DCPDS data codes.

Requirements:

Generally, current Federal employees applying for STRL Demonstration jobs must serve at least one year at the next lower pay band. This requirement is called time-in-band. All qualifications and time-in-band requirements must be met by the closing date of this announcement and clearly documented in your resume.

Must be able to obtain an interim and/or final secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position.
