The Division of Transportation Investment Management, Bureau of Transit, Local Roads, Railroads and Harbors, Railroads and Harbors Section is recruiting to fill its Chief of Railroads and Harbors Section Chief. This position is located at the Hill Farms State Office Building at 4802 Sheboygan Avenue, Madison.

As part of the management team, the Chief of Railroads & Harborswill supervise a team of engineers, planners, analysts, and technicians that are responsible for railroads’ and harbors’ policy interpretation and development, program and financial management, performance measurement, and initiatives focused on improving railroads and harbors in Wisconsin.
The Chief of Railroads & Harborswill manage and generally administer the Department's freight, passenger railroad, and harbor activities. These activities include: engineering practices and principles, financial assistance programs, railroad and water transportation policies, coordinating and resolving railroad issues related to the highway improvement program, and providing support for division and department activities.
This individual will also coordinate and resolve engineering and non-engineering railroad related issues associated with the highway improvement program with other WisDOT divisions, affected local units, the Office of the Commissioner of Railroads (OCR), other state agencies and the railroads.
Interested candidates must possess a valid Professional Engineer (PE) license upon application.

The Compensation Plan permits granting a one-time Relocation Incentive Award to employees who relocate as a result of promotion or transfer and expense reimbursement in any dollar increment up to an amount equal to 125% of the monthly minimum for this position in the pay plan. Moving expenses may also be awarded to the selected candidates.

In addition to possessing a valid PE (Professional Engineer) license, minimally qualified applicants must have both of the following:
Experience leading a team (formal or informal leadership) Roles may include: a formal supervisory role, project lead on a large-scale/ organization-wide impact project, acting as a leadworker for a unit/ area, etc. Activities may include: coaching staff, analyzing workloads, assessing employee performance, motivating staff/ team, facilitating discussions, etc.
Experience managing WisDOT programs and projects Activities may include: developing program/project timelines or goals, monitoring progress, communicating with stakeholders, implementing changes, resolving issues etc.

Type of Employment: Full Time (40 hrs/week)
Salary: This position in schedule-range 81-02 with a starting salary of $54,683-$90,209, depending on qualifications, plus great benefits. A two year career executive trial period is required. Pay for internal candidates will be in accordance with the compensation plan rules.
