This position is located in the Government Accountability Office (GAO), Infrastructure Operations (IO), Facility Management and Services (FMS). FMS plays an integral role in the daily operation and maintenance of the historic GAO Building. Additionally, FMS oversees lease agreements and building services at GAO field offices and manages the Health and Safety Unit. FMS is divided into three branches: Property, Facilities, and Shared Services and Mail.

The position is responsible for helping to monitor and ensure compliance with facility safety, health and environmental regulations, delivering facility services and projects, and conducting facility assessments.

This position is also being announced under the Agency's Merit Promotion procedures for federal employees and non-competitive appointment eligibles. Responsibilities

Major duties for this position include:

  • Within the scope of the GAO Health and Safety program, assists in conducting facility safety, health, and environmental compliance inspections and in monitoring compliance with safety, health, and environmental regulations.
  • Provides routine shop-floor monitoring of the technical and functional aspects of real property management and the Commercial Facilities Management (CFM) contract and other agency contracts.
  • Coordinates with senior Facilities Operations Specialists to develop operational reviews, designs, specifications and scopes of work, schematics, project cost estimates, and budget analysis for management review to support FMS programs. Follows assigned projects through to verified commissioning and project turnover to operational status, completion of billing, approval of invoices, and project documentation closure.
  • Works with the Contracting Officer Representative (COR) or inspector on contracts within the scope of the facilities maintenance program. Assists in the development of alternatives for repair and/or replacement of existing systems and designs solutions compatible with budgetary constraints. Works with Senior Facilities Operations Specialists to conduct building surveys and inspections in advance of and during work execution and when work is completed.
  • As directed, assists senior level Facilities Operations Specialists in providing quality assurance and quality control oversight for FMS programs including monitoring of contract execution. Assists in the review of contractor work across the GAO building for technical acceptability.

Qualifications

Applicants may qualify for this position on the basis of experience, education, or a combination of the two. If you are attempting to qualify based in whole or in part on education, you must submit a copy of your transcripts.

Education: Bachelor’s degree with superior academic achievement, which is based on (1) class standing in the upper one-third of graduating class, or (2) a grade-point average of 3.0 or better out of a possible 4.0, or (3) national honor society membership. OR one year of graduate level education in an accredited college or university. Qualifying majors include engineering, industrial arts, property management, or business administration. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.

Experience: One year (52 weeks) of specialized experience at the next lower level equivalent to the GS-05 grade level in the Federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as practical experience in applying the principles, concepts, and practices of facility administration sufficient to implement and evaluate procedures and practices concerning property facilities, utility systems, building equipment, plans and grounds. The ability to lift and carry 50 pounds, climb ladders, visually inspect items, be exposed to normal industrial hazards and squeeze into tight spaces is preferred but not required.

Combining Experience & Education: A combination of successfully completed post-high school education and specialized experience as defined above. Computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.

NOTE: The specialized experience requirement must be well documented in your resume and/or education requirement must be documented in your transcripts. Failure to do so may cause your application to be removed from consideration.

Positions in GAO are covered under the agency’s performance based compensation system, which is pay banded. This position is classified as a PT-1640, Band I, which is equivalent to the GS-7 level in the federal government.
