Reclamation has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.
Promotion to the Full Performance Level: The career ladder promotion potential of this position is the GS-11 level. However, this position may be filled at a lower grade. If so, when and if it is determined that a subsequent promotion is warranted, it may be made without further competition. Promotion up to and including the GS-11 level is neither guaranteed nor automatic.

Formulates interagency contracts and agreements through competitive and noncompetitive negotiated or formally advertised procurement procedures.
Conducts pre-award, award, and post-award contracting actions for a wide variety of customer requirements.
Responsible for determining responsiveness and responsibility of prospective offers and responding to any inquiries which may arise.
Conducts cost/price analyst pertaining to contractor proposal.
Administers contracts by monitoring costs, oversight and progress; negotiating modifications and change orders; and ensuring actions are properly closed out.
50% or less - Travel may be required for training and attending meetings/conferences as required by the position. This position is for Grand Coulee, WA or Ephrata, WA. If you select the Ephrata duty station, you may be required to travel to Grand Coulee, WA on a routine basis approximately 35% of the time.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Basic Education Requirements:
A 4-year course of study leading to a bachelor's degree with a major in any field; OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. And; applicants must have specialized experience and/or education.
To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to at least the next lower grade level GS-09 in the Federal services or 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
Specialized experience at this level is defined as: working with pre-award and post-award procedures to plan and conduct the contracting process from the description of the requirements through contract delivery. Performing negotiating techniques to meet and reach agreement through discussion with a proposed contractor on the price and performance terms, and to set forth all these terms in a procurement document. In essence, 'cradle to grave' federal contracting work is deemed specialized work.
To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to at least the next lower grade level GS-07 in the Federal service or 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
Specialized experience at this level is defined as: Using federal contracting principles and procedures applicable to pre-award and post-award actions sufficient to procure and/or administer contracts for a variety of specialized equipment, services, and construction.
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.
If selected, the selectee will be required to provide official college transcripts to verify educational qualifications. An official transcript bears the University Seal and a signature certifying its authenticity and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in you being rated not qualified for the position.

You will be evaluated for this job based on how well you meet the qualifications above.
