The Greenville VA Health Care Center is a new 116,000 square foot state-of-the-art facility providing integrated Primary Care and Mental Health services to enrolled Veterans. The facility also offers multiple medical and surgical specialties that include, but are not limited to, radiology, laboratory, audiology, cardiology, neurology, orthopedics, optometry, dental services, physical therapy, gastroenterology, and minor procedures. The Greenville VA Health Care Center has an academic affiliation with East Carolina University's Brody School of Medicine and is under the administrative oversight of the Durham VA Medical Center. Residents and medical students routinely rotate through this facility.

First time supervisors will be required to complete a one year supervisory probationary period.

Incumbent has administrative and management responsibilities for health care operations, budget, personnel management, public and community partnerships, affiliate relations, and accreditation and regulatory compliance of the HCC and the Morehead City CBOC. Incumbent is fully responsible for overseeing the planning, directing, supervising, and coordinating of all the administrative activities and clinical operations of the HCC and CBOC. This position is a direct line position under the Director of the Durham VAMC. The incumbent is responsible for all fiscal activities for the Greenville HCC and Morehead City CBOC. This requires a thorough understanding of the Government and Department of Veterans Affairs (VA) budget system and process, and an in-depth knowledge of the budget along with the Veterans Equitable Resource Allocation (VERA) model. The incumbent has broad, extensive knowledge of government-wide, VA, and Office of Personnel Management (OPM) personnel management requirements and of the contributions and needs of widely diverse individuals and employee groups. Establishes and maintains effective liaisons with community partners, service organizations, VBA Regional Office, VISN, VACO, Affiliates, VSO, Congressional offices or departments, and various other support personnel to exchange information necessary to carry out the required activities. The incumbent has primary responsibility for developing, managing, and maintaining the Greenville HCC and Morehead City CBOC including the organizational structures and management systems and contributing to the development of structures and systems for the overall health care delivery system.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.

There is no educational substitution for the GS-14 level.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
