Virginia State Government HR Systems Manager in Henrico, Virginia
The Human Resources Division of the Department for Aging and Rehabilitative Services (DARS) is seeking an experienced HR professional to manage, oversee, and provide functional expertise related to HR systems. This position will work collaboratively with various stakeholders in HR, Fiscal, Information Technology, and the field to ensure data integrity; design and modify business practices and processes for the Cardinal Human Capital Management (HCM), Personnel Management Information System (PMIS) and other HR systems. The position will also serve as system administrator for Cardinal modules/functionality related to Absence Management, Time and Labor, and Timesheets; manage the HR intranet website; and supervise HR Transactions.
Comprehensive HR knowledge as applied to human capital management processes and systems; knowledge of federal and state laws affecting human resource management; skill in performing data analysis; proficient skill in operating a PC and associated Windows environment software(e.g., Microsoft Word, Excel, etc.); skill in HR/payroll processes and integration; skill in mapping business processes; skill in oral and written communication; ability to demonstrate both functional and technical understanding of work processes and work flow; ability to analyze problems and initiate solutions; ability to adapt to changing work environment; ability to exercise independent thinking, judgement and discretion; ability to resolve complex problems.
Bachelor’s Degree in Human Resources, Business Administration or related field; considerable years of HR management level experience in the areas of policy administration and HRIS; excellent interpersonal, presentation, and collaborative skills to work effectively with teams and individuals at various levels throughout the agency; SPHR / PHR certification.
