About the Agency

JOB DESCRIPTION: GEOINT Analysts (Source Strategies) collaborate with customers and source providers to develop comprehensive multi-INT, multi-source strategies to address intelligence problems. They create tasking and dissemination requirements, adjudicate requirements, analyze and investigate collection performance, assess and report on end-to-end GEOINT system performance data, and advise customers in support of the National System for Geospatial-Intelligence (NSG).

Duties

ADDITIONAL INFORMATION: The Source Directorate serves the information needs of the intelligence, defense, and foreign policy communities and provides leadership on substantive issues, operations, tradecraft development, analytical tools and techniques to its partners and GEOINT customers worldwide. NGA's Source Strategies Analysts create, collect and broker authoritative GEOINT content and services based on an intimate knowledge of customer needs and powered by their unique command of the GEOINT supplier market, unparalleled tradecraft expertise, and cutting-edge technology to support national security priorities. They develop and apply methods to collect, analyze, and visualize large volumes of data to address complex intelligence challenges and identify trends, solve analytical problems, optimize performance, and gather intelligence through data mining and retrieval. They establish brokering services that return value-driven solutions to customers from diverse supplier markets, lead modernization and innovation to create authoritative content and deliver content and services to customers when, where and how they need it. Applicants must have a solid foundation in analysis and research with a working knowledge of Geographic Information Systems (GIS), Remote Sensing and/or international issues preferred. The successful candidate will develop advanced collection strategies, build and maintain professional relationships with other NGA offices and external partners, and brief senior level leaders when required. Excellent communication skills are essential, as is the ability to apply new methods and technologies to solve intelligence problems.

Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required).   1. Demonstrated experience with research and analysis with a working knowledge of GIS, Remote Sensing and/or international issues preferred;
  2. Demonstrated experience with critical thinking skills and/or data analytics designed to address international problems of national concern;
  3. Strong communication and interpersonal skills, including the demonstrated ability to develop and present briefings to meet the needs of various audiences;
  4. Demonstrated experience cultivating professional working relationships and working collaboratively to develop and leverage a network of peers across organizations.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Cartography, Cultural Area Studies, Earth Sciences, Environmental Science, Geodesy, Geography, Geology, Geographic Information Systems, History, Hydrography, Hydrology, Imagery Science, International Affairs/Studies, Liberal Studies, Oceanography, Photogrammetry, Physical Science, Political Science, Remote Sensing, or a related discipline. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option B plus experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, 30 semester (45 quarter) hours of college education is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: Six years of significant applied experience in the intelligence field, Imagery Analysis, the use of current GIS tools, or work related to the fields listed in A above.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

  1. Experience working as part of a 24x7 cohesive team with demonstrated high quality results or outputs;
  2. Personal flexibility and adaptability for shifts/changes in crisis situations enabling the successful handling of unforeseen challenges inherent to working in a high-visibility environment;
  3. Demonstrated experience or familiarity with Geographic Information Systems (GIS);
  4. Geospatial-based credentials (academic degrees, certifications, or certificates);
  5. Demonstrated experience applying intelligence sources to solve problems and issues.

SPECIAL REQUIREMENTS: You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
