Job Summary

The preferred candidate for this position will combine a background in civil engineering (such as site plan review) and siting/permitting experience. This position secures local, state and federal permits for transmission and substation facilities. Personally performs the work tasks needed to acquire permits on some projects and oversees Consultant’s work to accomplish the same on others. Coordinates permitting approvals with local (Planning/Zoning), state, and federal government agencies. Supports multiple projects of standard complexity with specific timelines. Manages the preparation of site plans by civil engineers, SWPPP books, and E&S/SWM plans. Prepares environmental reports for transmission and substation projects. Performs site feasibility analysis and/or financial analysis to determine most cost-effective solutions. Assists with presentations for proposed projects to property owners, local officials, regulatory agencies, and other interested parties. Works with project teams and consultants to determine transmission line routes and substation site selection for Electric Transmission projects. Testify before federal, state and local agencies concerning transmission routing and substation siting. Performs other duties as requested or assigned.

Required Knowledge, Skills, Abilities & Experience

5-7 years directly related experience

Ability to facilitate feasibility studies, due diligence reports, conceptual planning, zoning support, Site Plans, and Conditional Use Permit applications.

Able to direct survey, environmental, wetlands, engineering, archaeological consultants and related design professionals in the preparation of full site design documents for all phases from conceptual, preliminary, and final development to construction documents.

Skillful at building effective client/vendor relationships through the timely preparation of proposals, ensuring proper scoping of services, budget controls, and quality of work.

Excellent verbal and written communication, public speaking, negotiating, customer service, project management, and interpersonal skills.

Effective decision-making skills.

Ability to think analytically and solve complex problems.

Ability to interpret codes, regulations, policies, and common practices.

Effective when working independently or in a team environment.

Ability to process information quickly and effectively manage multiple tasks.

Must be hard-working and an independent self-starter.

Previous experience/training as a civil engineer or environmental engineer is preferred. Experience with one of the following software platforms: Microstation, AutoCAD, or Civil3D is preferred to help provide civil engineering oversight of our vendors.

Demonstration of a high level of competence/understanding of land use concepts is highly desirable.

Demonstrated experience of facilitating land use applications through the public approval process either as an applicant, consultant, or as a staff member of a local government/state government agency is highly desirable.

Experience with negotiating proffers and/or conditional approvals is highly desirable.

Experience with public input/feedback methods is highly desirable.

Previous experience in managing vendor deliverables for contracts or RFP’s is helpful.

Familiarity with GIS computer applications is helpful.

Education Requirements

Education Level: Bachelors in Civil Engineering, Environmental Sciences, Urban and Regional Planning. Other Liberal Arts helpful
