About the Position:

This position is located at Army Contracting Command - Rock Island, Rock Island, IL.

The U.S. Army Contracting Command was established on March 14, 2008. The mission of the Army Contracting Command is to oversee more than $85 billion in contracts annually and focus on maintaining and improving the Army's ability to respond globally in support of the warfighter's needs.

The Rock Island Arsenal is a major Army installation located in the heartland of America on an historic island in the Mississippi River between Iowa and Illinois. The area is known as the Quad Cities - Davenport and Bettendorf in Iowa and Moline/East Moline and Rock Island in Illinois. We are approximately 160 miles west of Chicago and 180 miles east of Des Moines, Iowa.

This position provides full benefits, vacation and sick leave, and a flex-time work schedule. Responsibilities

As a Supervisory Contract Specialist, you will be responsible for the following:

  • Establish long-range goals, objectives, and schedules necessary to accomplish a major segment of the acquisition mission.
  • Review work completed by subordinate team leaders or Contracting Officers to ensure that it is accurate, appropriate, and in accordance with applicable regulations and policy; maintain a working knowledge of policy, regulations, and public laws related to the organization's work.
  • Direct, manage, control, negotiate, execute, and administer contracts in support of the organization's acquisition mission.
  • Evaluate overall performance of subordinates and provide advice, counsel, and instruction to accomplish assigned functions.
  • Develop, enhance, and mentor personnel to enable employees continual skill with maintaining a collaborative, creative and cohesive work environment for all team members.

  • Must file annual financial statement.
  • Acquisition Corps membership is required prior to appointment to a CAP unless a waiver is granted.
  • Selectees must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.
  • This position is a critical acquisition position, and as a Senior Contracting Official, you must have at least four years experience in contracting.
  • One year supervisory probationary period is required.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement:

A Bachelor's degree from an accredited educational institution AND At least 24 semester hours of study from an accredited institution of higher education in any of the following business related disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

OR

A current civilian, Department of Defense (DoD) employee occupying a GS-1102 Contracting position with authority to award or administer contracts above the simplified acquisition threshold in DoD, AND have been in this type of contracting position since September 30, 2000.

OR

A current DoD employee not in a GS-1102 position, but who occupied a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency prior to 30 September 2000.

OR

A current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before 30 September 2000.

AND

SPECIALIZED EXPERIENCE To qualify based on your experience, your resume must describe at least at least four (4) years of experience in contracting or related positions, with at least one (1) year of specialized experience equivalent to the GS-13 grade level in the Federal service, or an equivalent occupational specialty in the armed forces. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as, reviewing procurement work directives or procurement data packages to assign them to the appropriate specialist for action. Resolve problems encountered in the statement of work. Develop appropriate selection and/or incentivization criteria. Review and/or approve the cost price analysis for the final determination of price reasonableness. Serve as the lead negotiator on critical negotiations in order to come to an agreement. Provide leadership skills by effectively monitoring completed work or by providing advice to solve issues. Lead a diverse group of professional individuals (i.e., effectively develop, motivate, and fairly address personnel concerns).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
