This position is located in Facilities Management Service at the Salisbury VA Medical Center in Salisbury NC. The incumbent is responsible for the coordination and completion of maintenance on utility systems and building maintenance while working independently on evening and weekend tours. The incumbent will serve as a journeyman level maintenance mechanic and will complete a wide variety of installation, preventive maintenance, and repairs on mechanical, electrical, and building systems.

Duties performed by the incumbent maintenance mechanic include, but are not limited to:

Mechanical Systems: Incumbent will be responsible for operation, preventive maintenance, and repair on a variety of mechanical systems including HVAC systems, steam, plumbing, sewer, medical air, medical vacuum, and oxygen. HVAC systems will include water-cooled and air-cooled chillers, piping, air handling units, fan coil units, pumps, valves, pneumatic and DDC controls, thermostats, and other system components. Electrical Systems: Incumbent will be initial responder to electrical calls on evenings and weekends. Incumbent will be responsible for electrical maintenance including troubleshooting and repair of electrical components and controls on HVAC systems. Incumbent will make electrical repairs including reset of breakers to restore power, and minor repairs to lights, receptacles, and other electrical equipment.

Building Maintenance: Incumbent will be initial responder to work requests involving building maintenance to walls, floors, ceilings, doors, etc. on evenings and weekends. Incumbent will make emergency repairs as necessary. All major repairs will be referred to the Building Maintenance Shop.

HVAC Work: Incumbent must have knowledge and skills necessary to operate, install, and maintain commercial HVAC systems and all associated components including water cooled chillers, air cooled chillers, air handling units, fan coil units, VAV's, pumps, valves, piping, humidifiers, dehumidifiers, controls, etc. serving all areas of the medical center including patient care areas, Operating Room, ICU, Lab, computer room, and other critical areas. Incumbent must be able to troubleshoot and repair all components of HVAC systems. Incumbent will use pneumatic and electronic DDC controls to operate various systems. Incumbent will operate and maintain chilled water and steam components for each system.

Plumbing Work: Incumbent must have knowledge and skills to perform the full range of plumbing tasks including estimating material requirements; obtaining materials from stock or ordering parts as necessary to complete repairs including pipe, fittings, and fixtures in the sizes, types, or lengths needed; locating and marking spots for openings through which pipes are to pass or in which equipment will be installed; threading and pipe bending operations; determining and marking guide lines; placing and connecting air, natural gas, sewage, and water piping and fixtures. Incumbent will install and repair all types of water and sewer lines, hydrants, water mains, water closets, lavatories, showers, sinks, etc.; clear difficult stoppages in drainpipes; perform assembly of pipe sections and hanging or laying of assemblies into position; test joints and piping for leaks; install and repair valves; inspect and test piping after completing repairs, alterations, or additions; periodically checks piping, fittings and fixtures for defective parts or connections.

Electrical Work: Incumbent must have knowledge and skills necessary to perform electrical maintenance duties including repair and replacement of lights, switches, and receptacles. Incumbent will trace and identify circuits and reset tripped breakers as necessary to restore power. Incumbent will make electrical repairs to HVAC equipment and controls. Equipment and circuits will range from low voltage control circuits to 480 volts. Building Maintenance: Incumbent must have knowledge of construction and maintenance of building systems including walls, floors, ceilings, windows, doors, etc. Incumbent will assess damage to building systems, determine repairs necessary, select proper materials, and complete repairs.

Work Schedule: Shifts could be 7:00 am to 3:30 pm or 3:30 pm to 12:00 a.m. Weekend shift work possible. Overtime or after hour call back may be required.

PHYSICAL EFFORT: Incumbent is required to push, pull, reach, walk, kneel, bend and occasionally work in hard-to-reach places. Incumbent occasionally lifts objects over 50 pounds. Work is sometimes performed on ladders and platforms.

WORKING CONDITIONS: Working conditions will expose incumbent to hazardous areas, including the chiller plant, crawl spaces and mechanical rooms where employee will be exposed to dirt, dust, heat, noise and moving equipment. Incumbent will also work on roof top HVAC units and will be exposed to extreme outdoor temperatures and precipitation. Protective equipment, including hard hat, safety glasses, goggles, dust mask, safety shoes, hearing protection and gloves must be worn when necessary. Personal protective equipment will be provided by VAMC.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence that demonstrates you possess the competencies to perform the duties of the maintenance mechanic position must be supported by detailed descriptions of such on your resume or OF-612.Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C (

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen-out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is Ability to perform the work of a maintenance mechanic without more than normal supervision.

JOB ELEMENTS: Those who meet the minimum level of experience and training for the screen-out element will then be evaluated in each of the following job elements: 1.
