USAC Program Analyst, Vendor Management in Washington DC, United States

Despite pervasive connectivity in most urban areas in the United States, the FCC estimates that millions of Americans across the country have no access to broadband services. USAC administers the $10 billion Universal Service Fund, which the FCC created to address serious gaps in needed coverage. We deliver funds through four programs (E‐rate, Lifeline, Rural Healthcare and High Cost), to people and places who need it most – rural, hard‐to‐reach communities, low income households and schools and libraries who need access to facilitate learning. We seek a collaborative professional to serve as a Program Analyst within our Lifeline team, to provide support to vendor management including oversight of the processes, performance, and contractual obligations of our Business Process Outsourcer (BPO) as well as other Lifeline vendors. Reporting to the Manager of Program Management, Vendor Management you support the training, ramp‐up, and management of the BPO, which will be a new vendor for Lifeline this year.

Working in a creative and fast‐paced environment, the Program Analyst will work across the Lifeline Operations team to perform the below duties:

  • Developing, documenting, and implementing new business processes for the BPO

  • Developing process for migrating certain existing Lifeline functions to the BPO

  • Working with systems integrator to interface with BPO

  • Vendor and contract oversight of the BPO, including the development, update and tracking of KPIs, as well as monitoring the contractual obligations of the BPO and USAC

  • Assisting in monitoring and managing the day-to-day functions of the BPO to ensure effective and efficient administration, with a focus on program integrity and stakeholder experience

  • Continuous process improvement

  • Other duties as assigned

About You

The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for supporting and enabling the Lifeline division to respond to meet mission requirements.

  • You are passionate about our mission to help Americans gain access to essential communications technology

  • You are a problem solver with great attention to detail, can work with little supervision, multi-task, and learn quickly

  • You have strong interpersonal skills and the ability to work in high‐pressure situations

  • You have 3 to 4 years of experience performing duties similar to those outlined above

  • You have a minimum of 2 years in federal or state government or program management

  • You have at least 2 to 3 years of total experience with data reporting and analysis

  • You have demonstrated experience in project management, including tracking milestones, identifying and communicating challenges, and coordinating across various teams and organizational levels

  • You have excellent verbal and written communication skills

  • You have the ability to develop, implement, and drive continuous business process improvement

  • You have demonstrated proficiency with Microsoft Project or other similar project management tools

  • You possess a Bachelor’s degree from an accredited institution in a related field

The following skills are desired:

You have gained up to 2 years of knowledge and experience with the Universal Service Fund or other large federal benefit program
