Responsibilities

If selected, you will join a well-respected team that is responsible for promoting organizational excellence by providing a broad range of services including consulting, survey research, personnel assessment/selection, workforce planning and analytics, as well as accountability evaluations and policy development and management.

Typical Duties Include:

  • Directing the work of the assigned office through subordinate supervisors. Exercising delegated supervisory authority in the establishment and issuance of technical and administrative guidance. Planning and assigning work, advising on program goals and objectives, making decisions on work problems, and organizing and monitoring the flow of work for the assigned programs in order to achieve the most effective results within a complex environment;
  • Enhancing hiring processes and practices to clarify roles and responsibilities and to ensure the placement of the right candidates in the right jobs;
  • Developing a dynamic and innovative workforce;
  • Addressing employee career and professional development needs;
  • Identifying and implement strategic Human Capital solutions to support ongoing organizational transformational efforts; and
  • Supporting the annual Federal Employee Viewpoint Survey (FEVS) and customized services that span the full survey lifecycle.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. MINIMUM QUALIFICATION REQUIREMENT: SK-17: Applicant must have at least one year of specialized experience equivalent to at least the GS/SK-14 level. Specialized experience must include all of the following: (1)Analyzing data and providing recommendations, advising managers in at least two of the following: policy setting, analytics, recruitment strategies, accountability practices, survey administration or organizational development; AND (2)Developing and implementing administrative policies, procedures, or initiatives to meet organization needs and accomplish set objectives.
