The position is responsible for managing information management systems and quality
management within the Human Resources Service. Conducts in depth analysis complicated by conflicting or insufficient data, user complaints, or other relevant factors. Conducts substantial problem analysis to identify adverse trends, ineffective practices or procedure, and equipment shortcomings.
Tests, troubleshoots, and analyzes results based on product performance.
Ensures that documentation reflects the interfaced with data collection, scheduling production, and product distribution procedures. Provides assistance to HRMS staff members in program development, testing, and implementation of new or major modification of databases.
Develops user instructions that guide customers in executing data access functions of the databases. Validates documentation with non-programming personnel and makes adjustments as required.
Develops, collects, compiles, analyzes, publishes, maintains and properly presents HR, EEO, any related data and information related to a wide variety of needs of the office.
Maintains, administers, develops, trains and implements current and new HRIS Systems.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Physical Requirements:No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc.,
Time-in-grade: Applicants who are current Federal employees and/or have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level.

Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to; management of databases within Excel and using SQL methodology; development of automated dashboards; performing data cleansing while preparing for system upgrades; HR Smart and WEBHR query development.
GS-11: One year of specialized experience equivalent to the GS-9 level and one year time-in-grade equivalent to the GS-9 level. Specialized experience: experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as is related to the work of the position being filled, i.e., Examples of specialized experience include but are not limited to: independently performing the full range of recruitment & placement functions in a federal human resources environment.

GS-11: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
