Responsible for the oversight of scheduled and unscheduled maintenance, repairs, and service of light/heavy vehicles and equipment to include auxiliary equipment. Monitors and enforces personnel, shop, and equipment safety. Provides training and assistance to Foremen and Technicians. Develops, implements, and oversees the preventive maintenance program. Prioritizes vehicle/equipment repairs to meet the needs of all El Paso County Departments, Divisions, Sections, and Elected Offices. Monitors and enforces the Fleet Management Section's Operating Procedures and Environmental Program.

  • Manages the overall maintenance and repair of light and heavy vehicles and equipment to include auxiliary equipment.

  • Supervises personnel involved in the repair, maintenance, and inventory of vehicles/equipment. Oversees the organization, coordination, and scheduling of work activities of assigned personnel within Fleet Department. Ensures all work is performed in accordance with the Federal Motor Carrier Safety Regulations, manufacturer standards, and Fleet's Operating Procedures.

  • Supervises shop operations at three maintenance facilities; assists Foremen on a daily basis to bring vehicles/equipment off the down-list.

  • Assists Fleet Manager with resource allocation at all Fleet facilities to ensure effective and efficient use of personnel, materials, and equipment.

  • Evaluates work of assigned personnel to ensure standards are met; makes salary and disciplinary recommendations.

  • Responsible for scheduling training; provides training and instructions on vehicle/equipment operations as needed.

  • Monitors and enforces repair standards as required by Fleet's preventive maintenance program. Maintains an accurate and current vehicle/equipment replacement schedule; Updates Fleet Manager with current and future replacement needs.

  • Writes vehicle and equipment specifications based upon Departments, Divisions, Sections and Elected Offices feedback.

  • Attends pre-bid meetings and works closely with Contracts and Procurement during and after the procurement process.

  • Assists in the development of the annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies.

  • Communicates with vendors and manufacturers to obtain warranty repairs or replacement; conducts follow-ups to ensure warranty requirements are met.

  • Supports County snow removal operations and emergencies; compiles after action reports.

  • Manages Fleet's maintenance management operation utilizing JD Edwards and bar code system.

  • Maintains and updates the vehicle/equipment operational rate and idle time spreadsheets.

  • Develops and assembles management reports from JD Edwards as required.

  • Conducts timely follow-ups and resolves Fleet operation issues and problems.

  • Monitors the results of the weekly environmental inspections to ensure compliance.

  • Performs other duties as required.


  • High school diploma or equivalent education required. Associate's degree in automotive technology preferred.

  • Five years progressively responsible shop management experience.

  • Five years experience or vocational training in hydraulic systems, engine/drive train diagnostics and repairs, electrical/electronic systems diagnostic and repairs, transmission diagnostics and repairs.

  • Knowledge of methods, procedures, and equipment used in welding and fabrication.

  • Ability to analyze, interpret, apply and explain technical procedures, applicable laws, codes and regulations, ensuring compliance with all appropriate laws, regulations and environmental requirements for fleet services. Ability to communicate effectively, verbally and in writing, with internal and external partners.

  • Ability to supervise, analyze, and evaluate the work of assigned employees.

  • Ability to conduct research on vehicle/equipment usage, operating cost, fault analysis/benchmarking, and replacement criteria.

  • Ability to compile and prepare clear and concise reports and equipment specifications.

  • Maintain regular and punctual attendance.

  • Must pass conditional post offer background investigation, physical examination, drug screen, and motor vehicle record check.


  • Must possess and maintain a valid Colorado Driver's License. Colorado Class A Commercial Drivers License is preferred.

Work Conditions

Work is performed both indoors and outdoors, in both good and adverse weather conditions. Works with potentially dangerous tools, equipment, and hazardous materials. Must be able to safely lift and carry up to 25 pounds. Responds to emergencies during and after normal duty hours. Subject to drug and alcohol testing.
