Job Description:

The Office of the Chief Administrative Officer (CAO) manages programs for BC/DR Alternate Capabilities for the U.S. House of Representatives. CAO seeks a qualified Systems Engineer to provide maintenance and sustainment of select Business Continuity/Disaster Recovery (BC/DR) Functional Capabilities and support the CAO in the life cycle management of select BC/DR Functional Capabilities, including scheduled and unscheduled maintenance and repair, documentation management, systems testing, deployment, operations, reconstitution, and any other duties required to support BC/DR Functional Capabilities.

The technical equipment supporting these Functional Capabilities include, at a minimum, voice communications equipment, information technology and data communications equipment, satellite communications equipment, UHF/VHF radio band communications equipment, IP television, video teleconferencing (VTC) equipment, large vehicle full-scale transport systems, and logistics support materials.

Minimum Qualifications:

  • Must be a U.S. citizen with an active Top Secret Clearance.

  • Possess excellent customer service, and written and verbal communications skills.

  • Possess the ability to work autonomously, be self-motivated, and able to work with minimal supervision is a must.

  • Knowledge of principles, concepts, and methods associated with the development of strategies and objectives of a continuity program.

  • Strong knowledge of national policies, best practices, and operational planning in order to serve as a technical authority.

  • Experience working in or supporting operation centers is preferred

  • High degree of analytical, judgement, and problem solving skills to work on short deadlines and resolve critical issues.

  • Experience communicating with partners and/or senior officials (orally and in writing) to effectively foster working relationships.

  • Be available to travel within the Continental United States (CONUS) for extended periods of time ranging from a few days to a few weeks at a time.

  • Possess or be capable of obtaining a Class B Commercial Driver’s License (CDL) with an Air Brake endorsement.

Responsibilities:

  • Experience with the installation, operations, and maintenance of satellite communications equipment and devices.

  • Skilled knowledge of mobile communications and video broadcast systems over satellite communications links.

  • Skilled knowledge of analog/digital voice PBX systems.

  • Working knowledge of the processes and procedures required to provide communications capabilities via commercial/DoD satellites (e.g. SES, DSCS).

  • Working knowledge of satellite communications technologies to include C/Ku band, high power amplifiers, antenna tracking systems, and modulation/demodulation techniques.

  • Working knowledge of radio frequency (RF) systems (UHF, VHF, 800 MHz).

  • Experience resolving complex communications systems problems using spectrum analyzers, frequency counters, Bit Error Rate Testers, fiber optic test equipment, and other common test equipment.

  • Working knowledge of general electrical standards and portable diesel generator operation and minor maintenance.

  • Working knowledge of Microsoft Office Suite products (Outlook, Word, Excel, PowerPoint, and Visio).

  • Working knowledge of Windows 10 Enterprise, Windows Server 2012R2, and Microsoft Office.

  • Provide system administration, maintenance, operations, and customer support to standard Windows-based desktop computers, phones and facsimile devices.

  • Provide assistance and guidance developing options for equipment upgrades, including working with vendors to repair/replace existing equipment.

  • Manage the installation, testing, configuration, maintenance, and deployment of select and applicable functional capabilities owned or operated by the client.

  • Identify and resolve operational risks

  • Perform scheduled and unscheduled maintenance and repair actions on:

  • Satellite Communications Systems

  • UHF/VHF radio systems

  • IT equipment

  • VTC equipment

  • Portable generators and associated equipment

  • Diesel/gasoline vehicles

  • Maintain system documentation.

DESIRED QUALIFICATIONS: BS or equivalent + 5 yrs related experience, or MS + 3 yrs related experience
