This position is located in a Field Office of the Office of General Counsel (OGC), Department of Agriculture. Field Offices provide legal counsel, advice and services to agencies of the Department of Agriculture within certain geographic boundaries.

The primary purpose of the position is to perform a variety of paralegal functions, which include legal research, review of case packages, evaluating cases, preparing cases for hearing, providing informal advice to client agencies as directed by attorneys, interpreting state and agency regulations and laws, writing reports, drafting title opinions, deeds, pleadings, memoranda, legal correspondence, and coordinating litigation holds and e-discovery document review.
- Examining, analyzing and evaluating land acquisition case files for completeness and preparation for draft preliminary and final title opinions for review by the supervising attorney.
- Examining, analyzing and evaluating case packages related to the acquisition of conservation easements.
- Reviewing claims made to client agencies, researching relevant factual and legal questions and preparing final determinations consistent with requirements under the Federal Tort Claims Act (FTCA).
- Intake, update, and close agency matters, including updates on Rural Housing Service foreclosure matters, for the Milwaukee Commercial Attorneys.
- Assist agency counsel in review of non-standard powers of attorney for compliance with state law.
- Coordinates e-discovery document reviews and productions.
- Drafting letters, memoranda, and legal documents
- Preparing, issuing and updating litigation hold notices and tracking responses.
- Identifying contacts and interviewing witnesses.
- Using a variety of computer software and resources, including Westlaw, Lexis-Nexis, PACER, Access, Clearwell Concordance, Excel, PowerPoint, SharePoint and other software to assist attorneys in all aspects of the legal work of the office.

To be eligible for appointment to this position, the new hire must be cleared to come on board once the results of the fingerprint check, review of the OF-306, Declaration for Federal Employment, and the candidate’s Electronic Questionnaires for Investigations Processing (eQIP) entries have been reviewed and determined to be satisfactory. This position requires a favorable credit check as part of the background investigation.
Entrance on duty is contingent upon completion of a pre-employment security investigation. The position may require a Confidential, Secret, or Top Secret security clearance or be subject to a Public Trust background investigation at the time of appointment, and may be subject to reinvestigation every five years thereafter. A favorable adjudication of the clearance or background investigation at the time of appointment and on reinvestigations is a condition of employment.
Selectee must be able to obtain and maintain a security clearance. If selected you may be subject to a National Agency Check and Inquiry (NACI) and a credit report inquiry.

GS-09: J.D. or LL.B.; A masters or equivalent graduate degree or higher; Or two full years of progressively higher level graduate education leading to such a degree in law, criminal justice, public administration, business administration, or a closely related field that provided the knowledge, skills and abilities necessary to do the work of a Paralegal Specialist.
GS-11: LL.M.; a Ph. D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Equivalent combinations of education and experience are qualifying for this grade level.
