Responsible for all aspects of the subcontracts management including proposal evaluation, fact finding, negotiation, subcontract administration, and subcontract closure.


  • Manage subcontracts on a daily basis.

  • Responsible for management of numerous subcontracts for for operations, IT, maintenance, and various services.

  • Will include key participation in the INL TO and proposal preparation, proposal pre-work and post award execution.

  • Work with Program Management to establish the initial expectations to be required from the subcontractors.

  • Evaluate/Negotiate/Manage assigned Subcontracts to perform to the programs specifications, quality, budget, schedule and earned value requirements.

  • Manage subcontractor timely delivery of services, SDRLs (Subcontract Data Requirements List) or other deliverables required to fulfill the subcontract.

  • Work within a team environment, yet maintain control of Subcontractors to eliminate unauthorized changes.

  • Position will require Earned Value Management (EVM) monitoring and possibly Cost Account Management (CAM) responsibilities.

  • Prepare and administer routine correspondence, negotiation memoranda, and subcontract documentation to ensure timely and coordinated submittal.

  • Prepare, organize and maintain contract records and files documenting subcontract performance and compliance.

  • Present factual information, composes memoranda, minutes and reports, and drafts subcontract provisions and supporting documents.

  • Work with internal or external business teams on issues and developments relative to assigned subcontracts.

  • Engage with program teams and customers to ensure that the program is always executing to subcontract requirements (including cost, funding, schedule, and deliverable).

  • Review and analyze subcontract actions for identification of discrepancies, risks, and concerns.

  • Examine and compare subcontract documents against proposals for accuracy.

  • Initiate internal documentation to authorize and direct work in accordance with standard operating procedures and contractual specifications.

  • Review complex solicitations and prepares specialized and/or non-routine response for proposals, bids, and contract modifications.

  • Analyze significant, and/or unique subcontract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure.

  • Analyze new law, regulation and contract trends for potential impact on business unit goals and objectives.

  • Display an understanding of company policies and procedures and their application of contract structures.

  • Assist in identification, development and implementation of new contract policy and processes.

  • Have a general understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications.

  • Participate in proposal capture management, proposal coordination. Solicit bids to procure a variety of required goods and services and negotiates and administers subcontracts.

  • Demonstrate a sound understanding of business agreements, i.e., teaming agreements, proprietary information agreements, etc., along with understanding of management, organization, planning and controls.

  • Perform analyses for firm fixed-price, cost reimbursement and other subcontracts.

  • Conduct procurement procedures and techniques.

  • Perform commonly used subcontracting methods and subcontract types related to pre-award, post-award and/or price/cost analysis functions to perform well defined and precedent subcontract actions.

  • Present factual information, composes memoranda, minutes and reports, and drafts subcontract provisions and supporting documents.

  • Display an understanding of company policies and procedures and their application of subcontract structures.

  • Recognize contractual issues in program performance, implement solutions, carry to completion, while exercising good judgment with minimal supervision.

  • Lead subcontract negotiations.

  • Develops pricing models and cost strategies.

  • Performs subcontract closeout activities. - Position requires a U.S. Department of State Moderate Secret clearance.

  • Perform other duties as assigned.



Bachelors degree in Finance, Business Administration, Public Administration or related discipline and/or prior related experience.


  • Masters Degree in a related field.

  • Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM) or DAWIA Level II Acquisition Certification through DAU or equivalent.



  • Minimum of 5 years progressive Contracts experience in the Government sector.

  • Strong knowledge of FAR, DFARS, ITAR, etc.

  • Experienced with managing / administering USG contract and pricing of government contracts.

  • Experience with managing Fixed Price and Cost Reimbursable subcontracts.

  • Proficiency in Microsoft Office (Excel, Word, Access and PowerPoint).


  • Experience managing large prime contractors.

  • Black Belt or Green Belt Certified.
