Operations Engineer III


Job Summary:

Performs manufacturing operations planning functions for manufacturing and development of radar technology based weapon sub-systems at L-3 Mustang Technology including master production scheduling; material planning; manufacturing cost forecasting; MRP/BOM set up and maintenance; operations process implementation and improvement; liaison with factory, engineering, quality, configuration, program office; and problem resolution.

Major Responsibilities/Activities Statements:

  • Primary responsibility for the coordination with all functions and integrated product teams (IPTs) for the creation of master prototype and production plans, implementation and management of ERP/MRP system, issuance of material purchase and/or manufacturing requirements. Generates sub contract and materials requirements derived from master project and production plans in support of both development and production activities.

  • Identifies interrelationships and dependencies between elements of the development and production processes and takes them into account in the creation of schedules and plans for achieving business objectives, identifying bottle necks and barriers and development of plans/actions to addresses those issues.

  • Supports configuration management function by reviewing and implementing approved engineering changes and deviations, including disposition of items throughout the supply chain, from on-order through delivered units.

  • Participates on project teams to ensure operations planning supports schedule milestones and budgets. Provides input to Program Management Office (PMO) and project teams for hardware availability, build issues and scheduling of resources to meet required schedules.

  • Works with project teams to create and provide materials cost analysis and forecast. Provides monthly project material and operations labor cost forecasts and variance analysis to Control Account Managers (CAMs) and Program Management Office (PMO) as required.

  • Works with other departments to determine resource allocation requirements, including labor, expense, space/facility and capital.

  • Interfaces with procurement organization and coordinates resolution of day to day supply chain issues with engineering, quality, project and program management team members as needed to support builds.

  • Support development of proposals and Unit Production Cost models

  • Support the collection and analysis of manufacturing data in an effort to promote continuous improvement

  • Work closely with Operations, Accounting, Program Management and other personnel on implementation of ERP/MRP system. Will assist in formulation and deployment of business process rules and written procedures supporting of ERP implementation.

Job Requirements:

Required Experience:

  • 5 years operations planning & execution experience in the defense electronics manufacturing industry with actual production build expertise

Required Skills:

  • Experience in master scheduling and material planning in support of manufacturing operations in development and repetitive production environments.

  • Knowledge of Circuit Card Assembly (CCA) and Electro-Mechanical assembly processes

  • Proficiency with MRP/ERP systems (Deltek Costpoint preferred but not required)

  • Working knowledge of procurement practices and processes

  • Working knowledge of business processes (from contract receipt through invoicing) and accounting principles as applied to ERP systems.

  • Working knowledge of ISO9000/AS9100 quality systems

  • Must be independent and able to work with little direction.

  • Outstanding work ethic and commitment to organizational success

  • Strong analytical problem solving capability

  • Excellent people skills to include collaborating in a multi-disciplinary, diverse, and dynamic team environment

  • Good communication skills (written, verbal, & presentation)

  • Proficient with Microsoft Office products

Other Requirements:

  • U.S. Citizenship

  • Ability to obtain a DoD secret clearance

  • Ability to obtain a higher level clearance within six months


  • Existing DoD clearance preferred

  • Implementation of lean principles as applied to operations planning and production processes.

  • Experience working in high volume, repetitive manufacturing environment

  • Experience working in an engineering development atmosphere

  • Experience supporting product development and transition to production

Educational Requirements:

  • Bachelors Degree in Engineering, Business Administration or equivalent

Physical Requirements:

  • Ability to lift up to 30 lbs.

  • Ability to travel up to 10%
