The Segment Vice President of Security (SVPS) develops, implements and administers industrial security, cyber and counterintelligence programs and procedures for classified and proprietary materials, information systems, documents, and equipment. The SVPS understands and implements federal and corporate security regulations that apply to company operations and organization reputation. He/she negotiates rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies as needed, prepares manuals outlining regulations, and establishes procedures for handling and storing records, and for granting personnel and visitors’ access to highly classified and restricted records, materials and information systems. Individual ensurescyber and counterintelligence education and awareness is provided for ISR Systems Segment personnel, conducts and oversees internal security inspections and ensures Segment facilities are prepare for government security audits.The SVPS implements an effective Insider Threat Program, cyber security countermeasures, and investigates security violations or infractions and prepares reports specifying preventive actions.

The SVPS reports directly to the Segment Chief Operating Officer, with dotted line reporting to the Segment President.The incumbent oversees and coordinates security and counterintelligence efforts across the Segment, including convergence with information technology, human resources, communications, legal, facilities management and other functional and support organizations. The SVPS develops, mentors and guides Segment security representatives to maintain cost effective security programs based on risk, threat and size and complexity of their operations to meet and exceed all customer, government and corporate policies and directives.

Nature and Scope

This position requires extensive interface, negotiation, and coordination with U. S. Government, corporate, segment and division senior managers. The SVPS is responsible for industrial security and counterintelligence policies for protecting classified and proprietary information, to include mitigating cyber security threats, protection of facilities and personnel, and the development of security policies and procedures based upon risk management. The SVPS functions as the Principle Security Manager for the Segment, subsidiaries and divisions. The SVPS evaluates business travel to extreme risk countries and provides and ensures travelers are briefed as needed to mitigate threats.

Principle Accountabilities

  • Plans and implements Segment security, counterintelligence and cyber security policies, procedures, standards and guidelines.

  • Develops programs and provides guidance based on size and complexity of Segment facility operations to minimize security risks, liabilities, losses to corporate assets, property and personnel. Ensures biannual evaluations of each division’s security programs and posture.

  • Develops and implements an effective information assurance program that includes safeguards for the protection of classified and proprietary information.

  • Senior advisor to Segment senior management and security managers on all security related issues (see Policy 801).

  • Interprets government security and counterintelligence requirements and negotiates with senior U. S. Government representatives to resolve issues.

  • Participates in Government Security advisory and working groups to influence customer policy.

  • Principal security liaison with state and federal law enforcement, intelligence, investigative and security agencies, contractors, and Segment senior management.

  • Coordinates and conducts investigations and inquiries concerning fraud, theft, threats, violations of security polices & procedures, ethical conduct and issues findings and recommendations.

  • Coordinates and conducts all pre and post-merger, acquisition and divestiture security actions for the Segment.

  • Coordinates executive protection security services for senior Segment executives and high profile visitors.

  • Assists business locations with the development and administration of crisis management and emergency response plans.

  • Develops and implements methods of inspections, audits and analysis to ensure security industry leading performance levels and cost effectiveness. Also monitors compliance with security corporate policies and government contractual requirements.

  • Provides guidance, risk analysis, and assistance in developing personal protection plans and approval to L-3 business travelers to high and extreme risk countries.

  • Acts as the Senior Security Official for the Segment and is the primary Segment Security interface with Senior Segment Management and Corporate Security.



  • This position requires a Bachelor’s degree and/or fifteen years of security related experience in government and/or aerospace and defense industry, including five years of management experience involving classified programs.

  • Must possess a Top Secret personnel security clearance with Sensitive Compartmented Access (SCI).

  • Strong leadership skills with demonstrated ability to lead complex security programs, mentor subordinate staff, and develop and implement initiatives across multiple sites within in a decentralized environment.

  • The successful candidate must also possess strategic, operational and leadership experience in government and/or industrial security programs as an FSO, CSSO or equivalent positions with a proven history of managing highly effective security programs.

  • Knowledge and demonstrated experience in Cyber and Information Systems Security to include Cyber security countermeasures, and the Risk Management Framework (RMF). Must also possess considerable experience in the SCI and SAP programs, emergency management, continuity of operations, and risk analysis.

  • This position also requires extensive experience in working with various U. S. Government intelligence agencies, DOD and other federal, state, and local security, investigative, and law enforcement agencies.

  • The candidate must also possess strong communications skills - written, verbal; as well as strong negotiation and interpersonal skills.
