Segment Vice President for Security, ISR Systems
The Segment Vice President of Security (SVPS) develops, and administers security programs and procedures for classified and proprietary materials, documents, and equipment. The SVPS understands and implements federal security regulations that apply to company operations and organization reputation. He/she obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies, prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitors’ access to restricted records and materials. Individual conducts security education classes and security audits, investigates security violations and prepares reports specifying preventive action to be taken.
The SVPS will oversee and coordinate security efforts across the Segment, including convergence with information technology, human resources, communications, legal, facilities management and other functional and support organizations. The SVPS will develop, mentor and guide regional company representatives to maintain a cost effective security program to meet and exceed all customer, government and corporate policies and directives.
Nature and Scope
This position requires extensive interface and coordination with U. S. Government, corporate, and division senior management personnel. Responsible for industrial security policies for protecting classified and proprietary information, protection of facilities and personnel, and the development of security policies and procedures based upon risk management. Function as the Principle Management Facility FSO for the Segment and divisions within a geographical area. Approve business travel to extreme risk countries.
Plans and implements Segment security policies, procedures, standards and guidelines.
Develops programs and provides guidance to minimize security risks, liabilities, losses to corporate assets, property, personnel, and foreign travel security. Conducts evaluations on a biannual basis of each division’s security programs and posture.
Develops an information assurance program that includes safeguards for the protection of classified and proprietary information.
Will advises and assist Segment senior management and security managers on all security related issues (see Policy 801).
Interprets government security requirements and negotiates with senior U. S. Government representatives to resolve security issues.
Participates in Government Security advisory and working groups to influence customer policy.
Principal security liaison with state and federal law enforcement, intelligence, investigative and security agencies, contractors, and Segment senior staff on security matters requiring Segment involvement.
Coordinates and conducts investigations and inquiries concerning fraud, theft, threats, violations of security polices & procedures, ethical conduct and issues findings and recommendations.
Coordinates and conducts all pre and post-merger, acquisition and divestiture security actions for the Segment,
Coordinates executive protection security services for senior Segment executives and high profile visitors.
Assists business locations with the development and administration of crisis management and emergency response plans.
Develops and implements methods of inspections, audits and analysis to ensure security industry leading performance levels and cost effectiveness. Also monitors compliance with security corporate policies and government contractual requirements.
Provides guidance, risk analysis, and assistance in developing personal protection plans and approval to L-3 business travelers to high and extreme risk countries.
Acts as the Principal Management Facility (PMF) Facility Security Officer (FSO) for the Segment.
Primary Segment Security interface with Corporate Security for all Security related matters.
Compliance with all U. S. Government and corporate security laws, policies, and procedures.
Establishing an effective security awareness program to train L3 employees to recognize and report security threats, vulnerabilities and violations.
Protection of Segment assets including but not limited to; classified and proprietary information, facilities, personnel (including executives), technology, intellectual property.
Maintaining a secure workplace for employees and visitors in the U.S. and abroad.
Identifying and countering international, national and local security threats directed against corporate assets and personnel.
Protection of the Segment information infrastructure.
Conducting security assessments and risk analysis surveys and developing cost effective solutions and recommendations.
Training regional security managers and FSOs.
Management of the Principal Management Facility duties for all divisions within the Segment and within a geographical area.
Providing risk analysis, guidance, and approval to L3 business travelers to high and extreme risk countries.
Develop cost-effective operational efficiencies. Leverage cross functional and Segment Security expertise.
This position requires a Bachelor’s degree and/or fifteen years of security related experience in government and/or aerospace and defense industry, including five years of management experience involving classified programs.
Must have a proven ability to functionally lead, as well as develop and implement initiatives across multiple sites within in a decentralized environment.
The successful candidate must also possess operational experience in government and/or industrial security programs as an FSO, CSSO, PSO, and COMSEC custodian or equivalent positions with a proven history of managing highly effective security programs.
Must also have considerable experience in working with but not limited to: ITAR, NATO, SCI, SAP, foreign government information, emergency management, policy development, and risk analysis.
This position also requires access to and experience with the various U. S. Government intelligence agencies, DOD and other federal, state, and local security, investigative, and law enforcement agencies.
The candidate must also possess strong communications skills, written, verbal and interpersonal. Individual must also be eligible for DOD, DOE, and other governmental agencies security clearances and accesses.
