The Whole Life Engineering Directorate (WLED) is made up of several disciplines whose main objective is to influence hardware and systems early in their life cycle to assure effective operation, reliability, maintainability and economical ownership by the customer and end user. The Seapower Whole Life Engineering section provides Failure Reporting Analysis and Corrective Action System (FRACAS), Reliability Availability Maintainability Analysis Engineering (RAM), System Safety Engineering (hardware and software), Provisioning Technical Documentation/Logistics Management Information Engineering, and Diminishing Manufacturing Sources and Material Shortages (DMSMS) Engineering capabilities to the Whole Life Engineering and Support department. Our objective is to oversee all front-end reliability tasks/responsibilities as well as assessing RAM performance for verification or continuous development purposes. This position can be salary grade G08 or G09 based on the candidate’s qualifications as they relate to the skills, experience and responsibility requirements for the position. Job Description The Logistics Specialist is responsible for the development and maintenance of detailed supportability analysis and provisioning data of all hardware (& software) within a specific product line. Responsibilities include, but are not limited to, the following: Applying advanced logistics principles, theories, and concepts Developing solutions to complex logistics problems that require ingenuity and creativity Interfacing with customers to ensure developed logistics concepts and approaches meets the needs of the warfighter Coordination of Technical Manual Illustrated Parts Breakdown Required Skills: 4 + years of experience related to this job description Experience in the development and Maintenance of Logistics Management Information (LMI) Databases in accordance with GEIA-STD-0007, and/or MIL-STD-1388-2B, MIL-PRF-49506 Experience with logistics support analysis tools including any of the following ICAPS, EAGLE, POWERLOG, or SLICWave Experience with DoD logistics including any of the following the 12 elements of logistics (Design Interface, maintenance planning, supply support, support equipment, technical data, manpower, personnel & training, training & training support, packaging, handling, storage & transportation (PHS&T), facilities, computer resources, Obsolescence Management, and CM) Experience and understanding a Technical Data Package (drawings, parts lists, and electrical schematics), and experience generating and interpreting part lists or any related experience Basic understanding of Earned Value Management System (EVMS) concepts (e.g., CPI, SPI, EAC, TCPI, or any similar tools and systems.) Desired Skills: Active Secret Clearance or eligibility to obtain Secret Clearance Supportability analysis experience Experience in producing standard Logistic Analysis reports ( i.e. LSA-024. LSA036, LSA-151) and Support Equipment Recommendation Data (SERD) Development and maintenance of Logistics plans Experience in S1000D Technical Manuals Spares Analysis and Spares List Development U.S. military logistics (military or civilian) Earned Value Management System (EVMS) certification and application Experience working with and manipulation of relational databases Experience with Microsoft Excel and/or Microsoft Access, developing and updating macros Ability to work on multiple projects involving resources from multiple sources Strong interpersonal and communication skills to work with application team and developers Experience or familiarity with Performance Based Logistics (PBL) concepts Experience or familiarity with Naval Sea Logistics Center (NAVSEALOGCEN), Naval Supply Systems Command (NAVSUP) Experience or familiarity with Readiness Based Spares (RBS) Modeling.
