Description:

The Department of State Aviation Wing Enterprise System (AWES) 2020 program is focused on delivering a comprehensive Aviation management information system to support the needs of DOS INL/A. AWES 2020 will support three primary functions: Flight Operations, Aircraft Maintenance, and Logistics Management. In addition to these primary functions, AWES 2020 will include functionality to support the following ancillary functional areas: Training, Safety, Quality Assurance, Security, Finance, and Program Management. AWES 2020 will also provide cross- functional support for workforce management, personnel training and certification management, content management, reporting, and dashboards.

SAIC will be developing the new AWES 2020 system utilizing an integrated team consisting of both aviation industry and WASS program subject matter experts (SMEs) and application developers. We will be utilizing this team and our long-term aviation MRO and airline operations knowledge and experience to assess WASS operational needs and the proposed and available COTS applications, design a secure MIS platform architecture, and integrate the selected COTS applications into a functioning MIS.

Job Responsibilities:

  • Provides leadership and direction to staff members assigned to a contract including priority-setting, planning, managing, and allocating resources.

  • Has complete oversight of multiple projects at the client site including management of cost, schedule and quality.

  • Develops and executes complex technical tasks.

  • Applies a wide variety of analytical problem solving-methodologies to the management of systems and non-systems projects.

  • Helps client staff acquire the methods and techniques they need to accomplish individual and team tasks.

  • Meets with management personnel, contractor managers and client representatives.

  • Performs technical planning, high level and detailed requirements definition, test planning and execution (to include use cases, test procedures and test data), software systems integration, and technical support for software systems and subsystems.

  • Total software system product may include: concept design, test, installation, operation, maintenance and disposal.

  • Directs through lower management levels.

  • Has responsibility for managing a function that includes multiple related departments.

  • Has overall control of planning, staffing, budgeting, managing expense priorities, and recommending and implementing changes to methods.

  • Directs and controls the activities of a broad functional area through lower management levels.

  • Has responsibility for managing a function that includes multiple related departments.

  • Involved in developing, modifying and executing company policies that affect immediate operations and may also have company-wide effect.

  • Establishes policies appropriate for the function. Interprets and recommends modifications to company-wide policies and practices.

  • Develops budgets, schedules and performance standards.

Qualifications

:

Required Education and Experience:

  • Bachelors and 18 years' related experience.

  • Some current management experience preferred.

  • Experience in the technical management of complex IT Systems integration efforts to include both COTS integration and application development.

  • Experience integrating multiple COTS products into a single user interface and a common data repository.

  • Experience managing the full systems lifecycle from analysis / design / acquisition through delivery / operations / sustainment.

  • Experience in managing the mapping and migration of large volumes of legacy data into new repositories using ETL processes.

  • Experience in migrating applications to the cloud into multiple security domains

  • Experience managing technical teams of 15-20 resources.

  • Desired experience with aviation planning, logistics, and maintenance
