The Department of State Aviation Wing Enterprise System (AWES) 2020 program is focused on delivering a comprehensive Aviation management information system to support the needs of DOS INL/A. AWES 2020 will support three primary functions: Flight Operations, Aircraft Maintenance, and Logistics Management. In addition to these primary functions, AWES 2020 will include functionality to support the following ancillary functional areas: Training, Safety, Quality Assurance, Security, Finance, and Program Management. AWES 2020 will also provide cross- functional support for workforce management, personnel training and certification management, content management, reporting, and dashboards.

SAIC will be developing the new AWES 2020 system utilizing an integrated team consisting of both aviation industry and WASS program subject matter experts (SMEs) and application developers. We will be utilizing this team and our long-term aviation MRO and airline operations knowledge and experience to assess WASS operational needs and the proposed and available COTS applications, design a secure MIS platform architecture, and integrate the selected COTS applications into a functioning MIS.

Job Responsibilities:

  • Provides leadership and direction to staff members assigned to a contract including priority-setting, planning, managing, and allocating resources.

  • Has complete oversight of multiple projects at the client site including management of cost, schedule and quality.

  • Develops and executes complex technical tasks.

  • Applies a wide variety of analytical problem solving-methodologies to the management of systems and non-systems projects.

  • Helps client staff acquire the methods and techniques they need to accomplish individual and team tasks.

  • Meets with management personnel, contractor managers and client representatives.

  • Experience in planning, evaluating, directing, tracking, analyzing and coordinating large, complex projects.

  • Leveraging domain expertise, develops comprehensive understanding of customer requirements and leads the development of a complete solution meeting all technical requirements resulting in a price competitive proposal.

  • Identifies technical staff needs to support Pre-B&P and B&P activities.

  • Coordinates assignments of technical personnel to proposal efforts.

  • Coordinates with team member technical leadership and technical contributors on solution development, proposal writing, and estimating.

  • Writes and reviews proposals.

  • Oversees the development of basis of estimates (BOE).

  • Provides subject matter expertise to meet customer technical, schedule and cost requirements.

  • Meets with customers on SAIC's capabilities, services and solutions for capture efforts.

  • Provides solution-related technical support after award as needed.

  • Participates in development of advanced concepts, techniques, and standards.

  • Develops new applications based on professional principles and theories.

  • Viewed as expert in field within the corporation.

  • Establishes operational objectives and assignments.

  • Objectives are reviewed by senior management to determine success of operation.

  • Involved in developing, modifying and executing company policies which affect immediate operation(s) and may also have company-wide effect.

  • Participates in development of solutions to problems of unusually complex which require a high degree of ingenuity and innovation.



Required Education and Experience:

  • Bachelors and fourteen (14) years or more experience

  • Experience in building large scale complex IT Systems including systems integration, development, and data migration through full lifecycle of design and acquisition through deliver and maintenance.

  • Experience developing complex system integration architectures and frameworks

  • Hands-on experience integrating COTS products into a single solution with common authentication services and data repositories

  • Strong exposure to current architecture initiatives including cloud (Azure), microservices, security, DevOps

  • Experience with integration platforms, and evaluating COTS products for integration into the platform

  • Experience leading and mentoring teams of junior architects requiring good communication and solutioning skills

  • Experience with data architectures and migrating large datasets using ETL processing
