Our government client hosts and supports more than one-hundred (100) mission-critical and public-facing business applications and databases. These systems are typically custom-built to meet our client s specific business needs and to serve and deliver air quality information to their stakeholders including the general public. Many of these applications and databases require redesign, refactoring, consolidation, or migration to a standardized platform and technology stack.
Additionally, our client has experienced a significant increase in legislative actions that implicitly or explicitly require the development of new information technology (IT) applications. As a consequence, they have a significant number of new projects in progress at any given time, often exceeding project manager resource capacities for gaining project approval and managing new and existing efforts. To aid in addressing these needs, our client s Office of Information Services (OIS) requires the services of two (2) expert-level Business Analysts. This work includes the development of PAL documents, developing or contributing to the development of templates for project planning, execution, and closure, and performing project management-related duties such as managing projects and mentoring business analysts when needed. The Business Analysts are needed to join our client quickly, efficiently and effectively to recommend, manage, and help the division implement IT strategies from a strong technical perspective.
Our client has reduced development cost and time to market for new applications and systems through adoption of agile and lean project management and development methodologies. The Business Analysts will need to provide agile expertise and possess strong process improvement skills in order to assist the division in developing and improving the following areas, including but not limited to: more agile and lean project and software engineering processes; methods; staff resources skill sets; and application of these techniques to existing systems and for the execution of new projects.
The Contractor s staff is required to have expert knowledge of the system development lifecycle (SDLC), requirements elicitation, documents, project management principals, and be disciplined in many areas related to project operations, such as financial management, business analysis, operational readiness, organizational change management, and functional and technical infrastructure support.
Minimum Required Knowledge, Experience and Skills
It is required that staff have a minimum of: 1. Eight (8) years experience performing business analyst functions including each of the following: a. Assessment of analysis scope and tasks; b. Planning business analysis tasks; c. Elicitation, definitions and documentation of various business, user, and system requirements; d. Writing functional design specifications; e. Requirements traceability matrices; f. Perform analysis for business process improvement, application design and workflow automation; g. Modeling and documenting functional designs and process workflows; h. Developing test scripts; i. Transition plans and/or implementation requirements; j. Managing/updating configuration; k. Implementing best practice solutions; l. Providing ongoing support as required; and m. Leading and working within cross-functional teams that include business subject matter experts (SMEs), architects, developers, and testers. 2. Five (5) years experience following system development lifecycles (SDLCs) in order to identify, evaluate, and recommend business or technical requirements applied to the design and development of systems and networks. 3. Five (5) years experience with working directly with end users in a production support environment. 4. Five (5) years facilitating, collaborating, and negotiating with all levels of stakeholders, up to, and including executive level decision makers. 5. Three (3) years expertise with complex process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description. 6. Three (3) years experience working independently and as part of a team, meeting deadlines and demonstrating problem-solving skills. 7. Two (2) years experience with process analysis; systems analysis; process architectures and systems analysis methodologies; and project management methodologies including both Waterfall and Agile.
Desired Knowledge, Experience and Skills It is desired that staff have a minimum of: 8. Two (2) years experience using SQL or other query tools to perform analysis. 9. Three (3) years experience using requirements management industry best practices. 10. Three (3) years experience developing training plans and training end users of all levels. 11. Two (2) years experience refining solutions for requirements management methodology. 12. Two (2) years experience facilitating joint application design (JAD) and/or collaborative design sessions. 13. Two (2) years experience mentoring less experienced business analysts to develop their skills. 14. Two (2) years experience working with State of California government Information Technology (IT) offices. 15. IIBA Certified Business Analysis Professional (CBAP or CCBA). (Attach certificate.)
