Spokane Regional Health District Research Scientist 2 - Evaluation and Public Health Informatics in Spokane, Washington

This is project position is currently funded through 12/31/2019. Purpose: This position provides health informatics, surveillance, and evaluation support to programs within the agency, serving under the guidance of the Administrator, Program Manager, and/or unit Technical Lead. The staff will have training and experience in both program evaluation and public health informatics, which is the systematic application of information, computer science and technology to public health practice, research, and learning. The incumbent will lead and participate on teams to: conduct program audits to evaluate data quality and availability; develop measures (performance and population indicators) for the ongoing assessment and evaluation of public health emergent issues, services, and programs, establish data collection tools, processes and procedures; and set up performance and surveillance dashboards using multiple data analysis and visualization software, including Essence and PowerBi. Minimum Qualifications: Master’s degree in Public Health (MPH); Health Sciences; Health Informatics, Health Information Technology, Health Policy and/or Administration, Statistics, Evaluation, Prevention Science or closely related field. Coursework in research methods or epidemiology, statistics or biostatics, and health information technology or management required. Required Experience: Minimum two year's work experience conducting epidemiologic, assessment, or programmatic evaluation studies in public health or related field required. Bachelor’s degree with demonstrated coursework in research methods and statistics, and four or more years of experience conducting epidemiologic, assessment or programmatic evaluation studies in public health or related field may be considered in lieu of Master’s degree. Experience with data visualization software desired. Evaluation and quality improvement experience desired.
