AML Technology Mission is to develop, implement and support technology solutions to meet the needs of the Anti-Money Laundering (AML) transaction monitoring program globally and across all lines of businesses. Implement globally consistent and standard AML Monitoring platforms, including AML monitoring rules engine and enterprise case management solutions, to support a global AML program to adhere to AML regulations, and to allow optimum operational efficiency of AML Monitoring process. Deliver a technology enabled solution to support and operationalize CitiKYC, a firm-wide and globally consistent approach to implementing the Global KYC Program whereby Citi will implement globally consistent standards, policies, and processes defined by Compliance and drawn from existing best practices both within Citi and from the industry.

ROLE CONTEXT

This role will lead and manage technical design and development of large scale complex global strategic AML programs, work alongside Senior AML Business Analysts and will interface with AML Compliance, AML Operations and technology partners.

Application Development Managers are typically responsible for technical design, architecture and development of globally driven, globally coordinated or large country specific programs. They are required to lead technical design and architecture in alignment with global stakeholder requirements. They will operate in accordance with Citi’s Standards Policy and Procedures.

The Application Development Manager role is distinct from the senior developer role in the scale, complexity and importance of the solutions. They will typically manage the larger, complex and enterprise-wide technology solution design and development within the AML Technology portfolio. These will be Key Priority Programs, as defined through the book of work process.

The job holder will not be subject to close supervision, and will be expected to exercise independent initiative in proactively overcoming obstacles to success, dealing with uncertainty and changing circumstances, such as interdependencies, opportunities or risks. He / She will be expected to adopt an agile and flexible approach to work and an outstanding level of professionalism and conduct.

The role holder will operate within the usual authority limits for a Application Development Manager.

KEY RESPONSIBILITIES

Application Development Managers are typically responsible for leading solution architecture, technical design and development of large scale complex global strategic change initiatives and business transformations.

Application Development Managers will work with regional technology teams in implementing the global solution in all regions. They will be accountable for ensuring the design and code is in accordance with CTO Standards, quality assurance, high value financial improvement initiatives and creating an environment for capability development within the AML Technology.

As a senior solution design leader, Application Development Managers are expected to operate at senior levels, across regions and global functions/ businesses while ensuring alignment with AML Technology mission and Citi values.

Application Development Manager’s key responsibilities include:

  • Complement Sr. Business Analysts by designing and developing the technical solutions to support new ideas in enabling and streamlining AML Investigations processes and systems

  • Deliver stable, scalable technology solutions while driving effectiveness and efficiency of Investigations

  • Deliver globally consistent technology solutions while working in partnership with AML Compliance, AML Investigations and partners in CTO

  • Translate strategic initiatives into delivery-focused change initiatives

  • Supplement the vision with target capabilities, supporting principles and policies and a current state environmental assessment to provide contextual rationale

  • Operate at executive level, across regions and global functions/ businesses while ensuring alignment with AML Technology mission and Citi values

  • Interface with various technology teams to determine best in class technology solution options

  • Support AML functions with:

  • Architecture and technical design

  • Detailed solution level data model

The requirements and responsibilities for all aspects of the role include (but are not limited to) the following:

VALUE CREATION

  • Responsible for technical design document (TDD) and overall solution design charter.

  • Analyze all data requirements and perform comprehensive data assessments to create data flow diagrams and create data model for the technology solution

  • Responsible for designing architecture, data flow, and screen flow (UI) diagrams.

  • Create and maintain project timelines for technical design, data modeling, and code development, system integration testing and application delivery (in phases).

  • Responsible for quality of solution development, application health, status, potential risks, and follow up with action items

  • Heavy interaction with front and back office technology groups and specifically ensure tight integration between product processors, customer master systems, etc. with AML platforms globally

  • Coordinate with Operations & Technology Groups across regions to ensure that the system impact for any related systems are taken into effect in the change management process prior to implementation

  • To build effective and robust technology platforms for AML in coordination with the Compliance, Business Users, Operations & Technology Groups across regions, a diverse group of vendors/ service-providers for technology and related services, ARR and Regulators.

  • Provide technology solutions to help reduce costs, manage risk, and enhance services

  • Proactively advances integrated global AML vision, concepts and use of information technology.

  • Acts as a change leader with the technology leadership and sponsor – a visible and clear leader for the solution and the delivery of its outcomes and benefits

  • Promotes pace and energy within the team and leads by example.

Qualifications

EXPERIENCE

  • Experience in complete development lifecycle and architecting global systems using Agile/Waterfall methodologies.

  • Deep Understanding of US Banking and Financial market.

  • Deep knowledge of Regulatory systems of U.S.A., Know your Customer, and market Surveillance laws, Options regulatory laws, etc.

  • Sound Exposure on Anti money laundering consulting and AML Product implementation.

  • Experience on design, development and production support of complex technical applications.

  • Exposure on Project risk analysis, effort estimation, execution and management and global applications

  • Candidate should have total overall development experience of 9-12 years.

  • Analytical mindset with critical reasoning skills

  • AML Compliance domain experience

  • Evidence of confidently operating at an Executive level

  • Proven ability to work across regions whilst maintaining a global perspective

  • Demonstration of commerciality with strong financial acumen

  • Proven ability to work with senior stakeholders and business sponsors

  • Evidence of ability to make key strategic decisions

  • Delivery of large scale complex programs at pace, developing high performing interchanging teams to support delivery at each stage

  • Strong people management and leadership experience

  • Minimum Years’ Experience: 10 Years

  • Degree: Bachelor's Degree in Tech / M Tech (preferred)

  • Technology: Java/J2EE, EXTJS, PL/SQL

  • Project development skills: This resource must have experience in enterprise-wide technology solution design, development, integration and deployments and excellent communications, strategy and problem solving skills.
